the patch needs to be applied to wine staging, not vanilla. wine staging has
the vulkan patches. 

Option A: get wine vanilla, apply wine-staging patches, apply patch. Option B:
 Download prepatched wine-staging from
github:https://github.com/wine-compholio/wine-patched/releases/tag/staging-2.19,
then apply the patch.
