Leave the Critical Section before Unmarhsalling IROT object

Making code leaving the CS before starting the unmarshal of the IROT object
resolve the hang, allow wine devenv.exe /resetSettings to have a functioning
interface. Allowing to even select a Solution project. 

It then Fail Fast on using an unimplemented function in advapi32
