Hint: It's not an operating system. The principles/concepts of Linux (Unix) dictate why the capability to directly shut down a Linux host should never be built into Wine by design. The actual "shutdown/reboot" of desktop sessions is carried out by 'wineboot' program, respectively '--end-session', '--restart' and '--shutdown' parameters passed to it. Of course there are many ways to achieve a "real" shutdown of Linux host. For example executing 'dbus-send' with appropriate parameters (Wine allows execution of native Linux apps).
