Works in wine-1.7.16-117-ge3383d1 for me with Approach 9.8 (2002) and the
sample database you provided.

It also works for me with wine-1.2, however.

I ran 'winetricks --force vcrun6' beforehand to make sure native msvcrt was
used.

Can you try that with whatever version you have installed?
