It sort of installed because DotNetInstaller.exe crashed midway (see attached log) but installation finished anyways. Then I tried to run the program and it crashes just as before (see the other log). Then I switched back to 1.8 using brew switch wine 1.8 and it ran just fine. At first I thought that the issue would be that I was switching versions "on the fly" so to speak but this problem doesn't occur with other applications.
