Ok, brand new prefix, without anything installed:

locate can't find libgstopenh264.so on my system but the package is installed:

If i look at the files, I see this libraries:

They are in /usr/lib/:

/usr/lib/libopenh264.so
/usr/lib/libopenh264.so.2.1.0
/usr/lib/libopenh264.so.5
