[Bug 39743] Dragon NaturallySpeaking 13.0 does not train new user or run old one with sound error

I went into wine uninstaller and uninstalled mono. Then I did a repair install
of NatSpeak so that NatSpeak's version of dotnet installed. 
Now it runs.
