I found the relevant source code that throws this exception from mono: ' AceFlags GetAceFlags (InheritanceFlags inheritanceFlags, PropagationFlags propagationFlags, AuditFlags auditFlags) { if (InheritanceFlags.None != inheritanceFlags && !IsContainer) throw new ArgumentException ("Flags only work with containers.", "inheritanceFlags"); if (InheritanceFlags.None == inheritanceFlags && PropagationFlags.None != propagationFlags) throw new ArgumentException ("Propagation flags need inheritance flags.", "propagationFlags"); ' As you can see here, something is causing mono to throw this exception here.
