This is not strictly a duplicate because I don't think Civ VI needs GetPointerInfo at all, but I think the patches attached to https://bugs.winehq.org/show_bug.cgi?id=53847#c2 should fix the issue here as well.
you are right. I tested the patch and it fixed the bug.
