[Bug 41652] Uplay cannot connect/login to Server

Confirming the bug.

Tested in Vista VM: on-line login successful.
Tested Uplay (through Steam) in a 32-bit prefix set to Win XP: Uplay service
unavailable.
Tested Uplay (not Steam) in a 64-bit prefix set to Win 7: Uplay service
unavailable.

Both test with plain wine 1.9.22 patched with the staged patch reference in bug
40271 (not wine-staging).
