Elminage Gothic also needs native d3dx9 otherwise it crashes with

fixme:d3dx:D3DXCreateTextureFromFileInMemoryEx Texture creation failed.

in Wine 1.9.20-92-g1dedd90.

Installing d3dx9 via winetricks works around this problem for me.
