Can you verify what time zone information Windows reports for your time zone,
and compare it with what Wine has, and

fixme:ntdll:find_reg_tz_info Can't find matching timezone information in the
registry for bias 480, std (d/m/y): 2/11/2008, dlt (d/m/y): 9/03/2008

(taking into account that Windows has time zone data in day-of-week format)
