Fwiw I still don't see what is going wrong here. I was unable to reproduce it
myself, after installing Rocket League in Steam for Windows then installing the
mod downloaded from https://www.bakkesmod.com/download.php. The mod worked fine
for me and opened its overlay when pressing F2 in game.
