Thanks for the regression test Wylda.

My patch only lets programs recognise that this codec is available, before
they'd fail to detect it present and either not use sound or use a different
codec.

Since the application detects it, it tries to use it but unfortunately there is
bug in decoding, which is unrelated to my change.  So this bug was always
present, just hiding.
