A workaround for Fedora based on
https://dl.winehq.org/wine/wine-mono/7.4.0/wine-mono-7.4.0-x86.msi:
- remove the builtin wine mono: `wine uninstaller --remove
'{E45D8920-A758-4088-B6C6-31DBB276992E}'`
- Download and install the latest wine-mono: `wine
~/Downloads/wine-mono-7.4.0-x86.msi`

With this I was able to work around the issue on Fedora 37.
