[Bug 36610] Can't choose Windows version in winecfg

There is a similar bug that I can't find right now, the problem is that you are
running wine 64 bits. The first OS to support that was XP. To choose older
versions you have to create a wineprefix with 32 bits, that is done with the
environment variable WINEARCH=win32
