[Bug 19755] Open Watcom 1.8's binw/wcc.exe complains "Not enough memory on exec"

Aha.  Looks like c:\watcom\binw\wcc.exe is not installed by
default, so you have to select 'full installation' in the
installer.

Austin, we might need to remove silent installer support
unless it does a full install :-(
