This is just a comment from someone who had the same problem in the past. I
"solved" it by buying a better video card. With my new nVidia GeForce 7950 GT
the rain does not slow the play down very much. A workaround is to turn off
rain in Oblivion.ini with the bPrecipitation=0 setting.
