Running cygwin in wine will need a few patches, e.g. from this branch: https://gitlab.winehq.org/bernhardu/wine/-/commits/msys2-cygwin_2025-09-15_w... Below was with a more modified tree, but I hope that is not relevant for this bug report. Ignoring this option '-municode' in winegcc with the modification at the bottom makes the build succeed.
