[Bug 27954] X-Lite 4 installer aborts after failing to start FontCache3

The installer detects that .NET 3.5 is installed via registry key
SOFTWARE\Microsoft\NET Framework Setup\NDP\v3.5. So Wine needs a
(fake) FontCache3.0.0.0 service.
