I am working on this with a more knowledgeable buddy and we have identified the specific line *attr |= FILE_ATTRIBUTE_REPARSE_POINT; as causing the issue. Building with this commented out has USVFS working just fine. We have implemented a WARN around this and yeah you seem to be on the money...
