[Bug 36664] Unable to run anything with kernel version 3.14 and wine configured as Windows 9x

The kernel issue is definitely upstream, but I think the problem being reported
here is that wineboot, winecfg, regedit, etc. use 16 bit code when the Windows
version is set to Windows 98. I don't know if that's a bug or intentional.
