[Bug 31973] AppDB admins need spam control tools

I've noticed this problem growing over the past few months.  I would like to
see at least a link that enables me to flag a comment as Spam to alert the
administrators.

Ideally maintainers could be given the ability to moderate such flagged
comments to reduce the workload on the system admin(s).
