[Bug 17276] broken encoding in AppDB E-Mails

My email client (sylpheed) is set to auto-detect the encoding, and I haven't
had any garbled characters in emails from the AppDB.

The header on the AppDB emails I've received say "MIME-Version: 1.0", and
according to https://en.wikipedia.org/wiki/MIME that's exactly what it should
say to indicate that a message has been MIME-formatted.
