Bisecting found the following breaking change:

commit 660332326e474b16fb2cb09605eed6cdd212ecdd
kernelbase: Stop using an offset for HLOCAL pointers.

I cannot reproduce the issue using the Gothic 2 demo from gamepressure.com, the
game does not start with or without the breaking commit.
