When I compile Wine myself with GCC 9.2.0 and MinGW 9.2.0, VC++ 14.11.25325
installs without any trouble after commit
d5400af7825581b7cf174f65d951b527154e2987 (July 4, Wine 4.12).

However, when I use the Arch Linux package, the problem persists. It looks like
Arch is not building Wine with MinGW, so this could just be a packaging
problem.
