One source of confusion with this has been that the game installs a Desktop icon and a programs menu icon to run the game, but using either of these triggers the problem. My guess is that these aren't changing directories correctly (although I looked at the shortcut info, the directory information is correctly set).
Running the desktop shortcut doesn't trigger it for me.
