[Bug 8107] Civilization 4 Warlords fails to start due to XML issues

"Shaders" dir

Also, there is a directory named "Shaders" in the game directory. I have
compressed that directory and attached it, so you can look at it's structure.
Maybe the error message refers to no being able to find one of these files?
