This program create a little test.xml file.

With native msxml3.dll, test.xml file is like this  (correct) :

With builtin msxml3.dll, test.xml file is like this (bad) :

<?xml version="1.0"?>
<?xml version="1.0" encoding="UTF-8"?>
<Document>test</Document>
