[Bug 38082] keyboard sending several wrong keys using RAdmin

When using notepad.exe   all keys appear to be correct.
The RAdmin viewer  3.5 is the problem.
Wine used to work correctly at some point this keyboard problem appeared.
There is an option in RAdmin to "Select Language"  but that appears to have
no change in keyboard problem.
