It's not implemented, and no one has stepped up to write it. It's only used by older games(...)
Ismael Barros did some initial work for GSoC 2008 (Comment #28). If there would be someone willing to write a working DirectPlay7 implementation in Wine: I'd pledge $100 for that :) BTW.
