[Bug 46842] C# double.TryParse( String.Empty, out number) succeeds with .NET Framework 4.0 when it should not

Comparing number with double.MaxValue results in it saying that number is
bigger than MaxValue.

So, at least on my rig, double.TryParse does successfully result in a BIG
number. It's just too big.
