[Bug 45690] Wine does not respect window managers that don' t support iconic state

I don't see anything in EWMH to indicate that _NET_SUPPORTED is intended to be
used in this way. A quick check with 'xprop -root' shows that the WM I'm using,
metacity, doesn't include this atom in _NET_SUPPORTED either, but it definitely
supports minimization.
