[Bug 14717] resampled sound is horrible

One problem with this patch is that it is one big patch, essentially a full
rewrite. One cannot do a bisection inside this patch and find out why it broke
OSS for Raymond. As soon as my new laptop arrives (will take 2-3 days), I will
work on a replacement _series_ of patches that is a bit more conservative.
