[Bug 56314] MPEG-1 video playback does not properly resize screen

This doesn't appear related to video playback after all. I have also seen it
occur in DX9 games going fullscreen with no video playback.

It also doesn't appear to happen in X11, only Wayland, on Fedora 39, Intel open
source GPU drivers. So perhaps a Wayland windowing issue?
