Did you copy the files from a windows install? If so, this bug is invalid. Run the setup in wine before reporting bugs.
And also please upgrade to wine-0.9.52.
I have tried to copy the version of msvcrt40.dll that is present on my Windows 3.1 machine to ~/.wine/drive_c/windows/system/, and tried to set WINEDLLOVERRIDES="msvcrt40.dll=n"
