Sorry to reopen. The bug was indeed gone in 1.1.6, however Dmitry's subsequent
commit d40e003303d4ae2a2239ddfd5ef8b0be61959ac4 
winmm: MMIO_ALLOCBUF is ignored if mmioOpen gets a valid buffer
reintroduced it.

Er, how to reopen an issue?
