The application is in Russian, I tried testing it and reached a screen with a computer picture (monitor + keyboard). I guess the monitor area should be showing something, so this may still be present.
Yes, it's an embedded browser that you're supposed to use to get through some training lessons. Empty monitor area makes this program unusable.
