[Bug 12640] Applications written in Delphi has got minimize, maximize and size controls disabled for its item in taskbar

Aha, you are right, on Windows is not possible to resize, maximize or move the
window from the taskbar item, but the controls are not displayed at all instead
of being disabled. It is not possible to move the window, so the zero sized
window never gets visible.
Should I report this as a new bug?
