Yes.  It's up to the author of the program to decide if this is desired
behavior or not.

Any application programmers who want to force the cwd to the application
directory usually use a combination of GetModuleFileName and
SetWorkingDirectory, or a combination of GetModuleFileName and SetDllDirectory.
