All patches are available by 1.9.22. I can confirm installation working on
clean win32 prefix. 

Found couple of other unimplemented function like (
CRYPT32.dll.CertEnumSystemStoreLocation ), though I had no necessity to have
them in place, as verification provided by the utility (cpverify.exe) works for
me, so you might want to fire another bug, while this could be closed
