I can confirm the issue in wine-1.1.31-115-ge773c51. Since bcrypt.dll was
introduced in Windows Vista as the Cryptography API: Next Generation, a viable
workaround is to disable bcrypt.dll from being loaded, for which the
application appears to succeed in loading and saving a password database.
