The Steam "installer" only installs a skeleton program. Although there is a way to override this (https://github.com/ValveSoftware/steam-for-linux/issues/9851#issuecomment-16...) it looks like the archive.org cache has been cleared. It doesn't look like a complete download of an archived version is available. (Note to self: Keep Steam wineprefixes!!) I therefore cannot use the same version of Steam that this was logged against to test further.
