MSDN seems to indicate that each call to WTSRegisterSessionNotification[Ex]() is supposed to be paired with a call to WTSUnRegisterSessionNotification[Ex](). MSDN also indicates that calls to WTSRegisterSessionNotification[Ex]() for an already registered window should fail.
