[Bug 41213] Elder Scrolls Online has missing textures with D3D11 renderer

This issue is now 100% fixed for me on Intel video running via Mesa (latest
stable). However, I still get identical behavior to the broken functionality
when using nVidia proprietary drivers on an 800M. I'm testing a 760 desktop GPU
shortly.
