[Bug 33311] Loading of libraries intended to be delay loaded for a built-in module actually is not delayed

Delay imports are used all over the place, if they didn't work it would be
obvious.

Now it's possible that there's something broken for the specific case of
winspool, since the library name doesn't match the import name.
