Hi, Andrew.

I looked a bit at this today, and I'm unable to catch this sequence that you
described in comment 13 - which is ESB_ENABLE_BOTH when flags are already
enabled while window itself is not. I'm attaching patch that traces this
condition, and it doesn't trigger for me.
