Thanks, I've made a test program to recreate this in Windows. For some reason,
it doesn't seem to capture stdout/stderr at all, but it's enough to check how
this behaves.

When running mscoree_test.exe through this executable, it creates console
windows, but most are for loadpaths.exe so I'm not sure if we get them for
csc.exe or not.
