[Bug 23301] Steam 2010 version: tooltips popup even when the steam windows isn't top-active one

Problem doesn't occur with native client on Windows XP

I can confirm this with Wine 1.5.11. Also, I can provide screenshot where
problems clearly don't occur on Windows XP. There should be also noted that
these popup windows are taking keyboard focus what can be really annoying.
