Looks like the application want cap_net_raw permission. Does it help if you run `sudo setcap cap_net_raw+epi /usr/bin/wine-preloader` and then restart the application? Not sure why, but after setcap Wine services.exe crash for me again and again. If that happen to you, you can use `sudo setcap -r /usr/local/bin/wine-preloader` to clear capability.
